First thing first, turn off the engine wait for 15 - 20 mints, open the radiator cap and fill it up to the top then start the engine and see if it needs more water adn add as needed, then wait till you ca see the water circulating in the radiator now instead of corculating if it starts boiling out shut the engine replace the thermostat and do the whole thing again.
unless there is water in the engine the gauge will not be able to show the actual temp of the engine, so always malke sure you have water / antifreeze

Why was radiator replaced?Did it have heat before ? If it was plugged, the heater core may also be plugged. Try flushing it with a water hose in both directions. I dont know why the botton radiator hose would be cold, the radiator should be a uniform temp and the air coming through the radiator should be HOT, when the engine is at operating temp. What condition was the old coolant? if it was rusty, the water pump may have lower flow than normal.

If it is fogging your windows, you have a leaking heater core. Dash removal is required to fix it.
