Had a similar problem a number of years back. Underneath the brake pedal arm is a small switch with a plunger. when you press the pedal down it moves the plunger in and engages the brake lights. when you let off it's supposed to pop back out (turning the lights back off). Possible it is getting stuck in the down position and could need to be replaced. very easy to install and only about an 8 dollar fix.

HAVE A LOOK AT REAR FLEXHOSES..THE BRACKET THAT HOLDS THEM TO BACKING PLATES MAY HAVE RUST BUILDUP WHERE IT GOES AROUND HOSE..IT IS SQUEEZING HOSE AND NOT LETTING FLUID RETURN PROPERLY WHEN BRAKE IS RELEASED..YOU CAN TRY SPREADING THIS AREA WITH A SCREWDRIVER OR REPLACE HOSES..I HOPE THIS HELPS

Parking brake is stuck ( possibly ),engauging parking brake a few times which in most cases will not help ( never know when they stick ) and at the back of the drum backing plate towards the axle will be the cable give it a couple good tuggs to release it and do not use it again or replace the cables ( if that is the case), if it will not release and or is free the you may have contamination in the brake lines to the rear right causing the caliper to be stuck open. The bleed the rear brake line best possible solution after that garage.
