The fuse for the cigarette lighter is in the engine compartment. A black box near the battery. I've attached an image to show the 2 most likely fuses you will need to check.
Cigarette lighter fuse is in the fuse box on he driver side of the car under the dash. It is a blue 15 amp fuse, located on the left of the fuse compartment. You will see 4 rows of little fuses. The 2nd row starts a little further to the left than the 1st row does. The fuse you need is that far left one in the 2nd row of fuses.

The fuse you are looking for is the first fuse in the 2nd row. in the 2002 X-type, that fuse is a little taller than the other ones.
