Sounds like you have a dead short on that circuit. Make sure battery is not being hooked up backwards. Now you will need a wiring diagram to see what all that fuse powers.
It is important to follow a step wise approach to a problem rather than to start replacing parts. I think that all you have done is appropriate but w/o knowing if it is defective. I would recommend check for power at the tailights sockets, at the fuse box. Check for continuity of the wires between the sockets and fuse box, the pedal switch. would be interested in knowing if you are able to pinpoint the problem.
read it your self (and you need more that that if not swapping all EFI and harness for same) http://justgivemethedamnmanual.com/honda/honda-accord-owners-manuals/
go to a local junk yard and pull the computers and the complte wiring harness out of a car with a vtec, your old computer will not work with that engine you need to replace all the electrical wiring harnesses
Did you have this problem after you changed those things? Have you tested the main relay? I had to re-solder mine and now my car starts. I have an 89 lxi.
