There is no relay for the heater fan. It has a blower motor speed controller located at the right rear of the engine compartment .It has a five wire connector plugged into it. # 4 wire is Orange with a red stripe ,this is a power supply from fuse # 2 in central junction box through the blower motor.
Must mean the motor is going bad. If it happens again and whacking it don't help, you'll need to replace the blower motor. If the blower resistor goes bad, the blower still works on high only.
blower motor location is in the heater box down by the passengers feet the fan relay in out under the hood in the power fuse box check this first
check to see if the blower motor turns you can do this by removing the three screws the motor and squiral cage will come out spin it if it moves freely putit back replace the switch assembly
Make sure the Compartment filter is clear and there is not a Dirty Fuse or Relay Pins to the Blower motor Unit. In the end it could be the blower motor on the way out, or contaminated internally with dust and debris.

Here are pictures for 1990 Lincoln Town Car Relay/Fuse box under the hood....which may or may not help. It has 40 amps for the heater blower and nothing having to do with A/C in this box
