SOURCE: 1990 honda accord wont start
Your Starter is Bad. Change it out and you should be Just Fine on Starts.
SOURCE: not getting power no lights wont start nothing
you must op popped the maind fuse. follow the posive baterry cable. somewhere between the end and the fuses that do not have power is a bigger fuse that popped.. Being this old of a truck I have not location information but it should be pretty east to find. Its also possible this uses a fusible link wire.

SOUND LIKE DEAD BATTERY. CHECK BATTERY CABLES MAKE SURE THEY ARE TIGHT AND CLEAN FREE FROM CORROSSION ALSO BATTERY POST ALSO.IF ALL IS GOOD CHECK BATTERY VOLTAGE SHOULD BE 12.5 VOLTS.IF YOU REPLACE BATTERY CHECK ALTERNATOR MAKE SURE IT IS CHARGING BATTERY.ALTERNATOR OUT PUT VOLTAGE SHOULD BE 13.5 TO 14.5 VOLTS WITH ENGINE RUNNING.
SOURCE: won start. it shows 13.5
13.5 amps??? Or volts? Sounds like you have either a bad connection somewhere or a relay that isn't working. Check battery volts and then check connections on the way down the positive cable. I'll bet that you have some corrosion that is causing a break in contact. Your starter draws more amps than any small accessory in the car. low draw won't cause the connection to break down. Using the starter will, so as you are testing, once you have your volt meter attached to any connection, have someone turn the key to start and see if the voltage dramatically drops.
SOURCE: why wont my 93 honda civic ex start and run and come out of park
You have to have power to the brake switch and the key switch to release the park solenoid.
There is an 80amp fuse and a 50amp fuse that powers the key switch.
Have you checked them to see if they have power ?
