No high mount brake light switch? Sure it's the tail lights and not the brake lights? If the brake light switch is out of adjustment, it'll keep the brake lights on full time. The switch is under the dash and touched the pedal arm

Push the brake pedal down and feel along the area it rests on when not pushed, or on the pedal frame itself, you'll find the switch. Press it and see if the lights are still on. Or you can pull your brake light fuse and/or relay. The switch can be adjusted or replaced.
If the problem is still there the you may have a short somewhere. Most likely in the switch unless your car has been damaged or worked on before the problem.
