The front seatblet retractor springs have weakened. Unfortunatly, there are no "user serviceable parts" on them. They would have to be replaced. How many miles is on it? If you have low mileage, the Toyota Customer Experience Center may provide you some assistance, as the belt replacements are quite expensive. I'd call the CEC and explain your dilemma. remove phillips scew and the door handle. remove padded arm rest on the door by lifting it up, and remove 2 screws. You can use a panel tool to remove the plastic toggle like pins holding the panel border in. Be as gentle as possible they may break due to becoming brittle.

Happens all the time on ours. You need to take two flat blade screwdrivers and work out the fold in the
seal belt at the top and push the belt back into the slot and all will be well. It takes a few minutes of
working with it and perhaps a few choice words but
if you will keep at it and undo the fold in the belt, it will go back in. To avoid this in the future try to get in the habit of holding the buckle straight out in front of you as the belt retracts when you unfasten your seatbelt.

To remove the rear seat you have to remove the lower seat cushion pad by pulling up on the front edge on both the driver and passenger side to pop the clips loose on the front then pull forward. The rear seat cushion will only come out once the tarpaulin storage cover is removed then there are three screws along the top and four nuts one on each corner at the top and bottom. Once these are removed the back seat cushion will come out. It will get lifted up and come out.--------

If you can't pull seat bottom up at front, ck for bolts at front edge of seat bottom.remove them first ,remove seat bottom. Then bolts for seat back wil be seen at bottom of seat back.
Removal & Installation
j. On long wheelbase wagons only, remove the quarter trim from the quarter panel and pull second rear seat belt through access hole.
k. Pull first rear seat belt through the access hole.
l. Remove the quarter trim panel from the vehicle.
3. Remove the 5 screws mounting the A/C-heater blower motor housing to the rear HVAC unit (one mounting screw located on evaporator cover).
4. Twist the blower motor out of scroll housing.
5. Disconnect the blower motor wiring connector.
6. Remove the blower motor from vehicle.
