Horn and brake lights are on the same fuse. Even if it looks OK replace it with a new fuse to be sure. Your 91 uses a 15-amp large-sized blade fuse for the horn/brakes.
The door buzzer is a separate plug-in module on the fuse box inside under the driver's side dash. If you're not getting any buzzing the whole module can be unplugged and replaced.
Last item to check would be the grounds located under the dash. I'd suggest tracing back from the hazard switch as that's easiest to access (but still not easy) and make sure all the grounds are clean and tight. Then the same for the horn switches in the wheel.
How do you know it's the horn ? Do you have a volt meter ? Check for voltage at the horns . Before replacing parts , test . Go to youtube an watch a few basic electrical trouble shooting videos . Your vehicle has two horns an the possibility of both going out is 0 . When you press the horn switch it is a signal to the BCM - body control module , then the BCM turns on the horns . Do you have an airbag light lit on the instrument cluster ? The clock spring in the steering column could be open .What fuse did you check . Press panic button on the remote to check if horn is broken or if the switch in the steering wheel does not work.
Also check fuse for steering wheel module.
check horn relay.when you say replace did you replace horn control with airbag in steering wheel or did you replace horn.if you replace horn and fuse and relay okay problem is in the horn pad with airbag in steering wheel you have you replace it before horn will work again.
easy check first ,, you need help,, disconnect the 2 wires at the horn itself, Located by the front gill under the hood,, use a multimeter to check for power,, have someone try and honk the horn to see if the horn itself is receiving power, if it is,, the horn went bad, if not,, the contacts in the horn contacts are bad, which doesn't happen often but it does happen, or ( and I don't know on your model, ) you may have a horn relay thats not working, I'll check more to see if I can locate that answer
Just buy a new one. It will be much more of a problem when you try to repair a defective horn. However! Check the wiring, fuse, and switches first if they work, if they are all okay, then go buy a new horn. An electrician can check if those components are working so you can pinpoint which ones to replace. You can do it yourself though, but I'm not an expert at that so I can't really teach you how.

With something like this it's most likely a fuse burnt out. There is a fuse box located under the hood as well as inside the Jeep. Usually the lid has a map describing which fuses do what. If not, there should also be a map in your owner's manual.
1.Find the fuse associated with the horn and check if the metal piece in the middle is broken.(like a light bulb)
2.If its broken, replace with a fuse with the same amp rating. (number on the side/color)
3. If it still doesnt work than the connectors to the horn or the horn itself need replaced. The horn is usually located behind the grille or front bumper. It kind of looks like a black plastic snail usually.
