Fuel filter on 1996 gm cars are an inline canister type filter. It does not require going and pulling fuel pumps or going any where near the tank.. The filter is located under the car usually on the drivers side about midway or closer to the front wheel well. You have to depressurize the system and work on a cool car.. You will need a new filter along with the retention clips and any gaskets ( all is included in the box). My suggestions is to save the retention clips (plastic) just in case. Pull off the clips remove the line from one end, unscrew the nut from the other and replace with the new filter in reverse order. Be certain to tighten any bracket holding the filter. Filters run anywhere from about 12 to 15 bucks. If you are mechanically inclined, it is a straight nuts and bolts job. Just be careful as gasoline will leak from the line when you take it apart.
I believe this filter is threaded on each end to the fuel lines. Unscrew the fittings on each end of the filter and remove the bolt/bracket securing the filter to the vehicle. The filter should be located near the fuel tank. Use caution when loosening the fuel lines as fuel pressure will cause a spray of fuel.

You should be able to replace the fuel pump through the trunk. Beneath the carpet in the trunk should be an access panel. Once you remove that panel, all the electrical connections and fuel lines can be disconnected. Remember to disconnect the negative battery cable prior to service, and to take necessary precautions in regards to fuel spillage that may occur. I hope this helps.

My computer just hosed my response so forgive the clutter if half of it posts.
The answer to our problem is GM and AC part # 25625186. It costs $62.10 plus tax but I didn't have the patience to wait & see if the 20 dollar part (no picture - not in stock) from local parts store was correct.
LEAVE KEY OFF to release pressure from fuel line. It is always a good idea to disconnect the battery while working on a car. The hose diconnects on either end by pushing the two tabs on the clear/white fastener hooked to the filter on one side and the hard line on top. Small hands and a screwdriver or pliers may help but the job can be done with (thin gloved) fingers. I take that back... I needed a screwdriver to open the rubber bracket on the frame and help pry the top hose out. Next make sure the clear/white insert fasteners are included with the new part so you can go ahead and rip off the pieces left on the hard lines. Make sure there is no dirt on the hard lines and firmly press the new part in place. There should be a nice SNAP when it is connected on each side. This was an easy one besides the fuel mess and hit to the wallet. Please wear safety glasses and take precautions for dripping fuel and dirty undercarriage.

The fuel filter is located inside the frame rail, just ahead of the passenger-side wheelwell opening. It has a threaded fitting on the forward end, and a quick-release clip on the back hose attachment.
Caution! The fuel is under pressure. Wrap a rag around the quick-release fitting as you release it, to catch any spray. or first relieve the pressure at the test port on the injector fuel rail (under the plastic engine cover), again using a rag to catch the fuel spray. Wear safety glasses, and only do this when the car is completely cooled off. You WILL spill some fuel while doing this, so have a catch container, and/or spread oil-dry/cat litter on the ground under the filter area. After changing the filter, turn the ignition "on", which powers up the fuel pump, but do not start the car. Now check for leaks at the filter, and at the test port, if you used it to bleed off fuel pressure. If everything is dry, you are OK.

this is the sensor problem which is palced in the fuel tank which senses how much fule is present inside it.
the connection to the sensor may be lose so it is not giving proper reading and erratic.
