Hey I literally just today had the same problem, put a new bulb in the light was on but did not blink!!!! SUPER EASY SOLUTION, you simply have the bulb in too far. I gently pulled mine out a tiny bit and it started working fine... guarantee that's all that's happening to you!!!
This is going to sound like a stupid question, but are you using the turn signal properly? The turn signals are on the left of the steering wheel and wiper controls are on the right side of the steering wheel on you car.
first check the bulb to make sure the filament isn't dangling and making contact every so often, if its fine, check the socket for the bulb to be sure that its grounded correctly and both connection points are seating in the socket good
