If the problem only happens when the engine is cold, a bad electric sensor is likely to blame. If the car stalls even when the engine is warm, the cause is likely a faulty electric fuel pump.
Might these be "driving lights"? Cars with "driving lights" have lights that are supposed to stay on all the time the engine is running. These lights not only look like headlights, in fact some cars even have the headlights themselves come on when the engine is running. Look as some more (several) 2002 Grand Marquis's and see if they are the same. Be blessed.
The anti-theft system will keep the car from being driven, so I would start there. You may need to reset the anti-theft or check the ignition key for problems.
if driven in town or stop and go or hot weather then every 3,000 miles, if driven moroe hiwat in a mild climate then every 5,000 miles is what i recommend.
Best to chk. all connections, sounds like a poor ground either buy the tank, or in the dash. It also could be a fulty sending unit or flote in the tank.
