Try this, Since you are applying the hand brake. Manually pull up on the emergency pedal and see if the light goes out. If this does work then you could have one of several problems. but, I am thinking that you might be able to adjust the brake tensioner if this car has one.
there is a brake indicator light on the dashboard ( or brake warning light, not sure the right term), and after the hand brake is applied it comes on. the light continues to remain on while the car is in motion, and doesnt go off until the engine is put off.

there is a brake indicator light on the dashboard (or warning brake light, not sure the proper term). once the car is started and the hand brake applied, the brake indicator light comes on and remains on continuosly while the car is in motion. it only goes off when the engine/car is put off.

Possible low brake pads. there are many reasons could you be more specific?
