On a 2002 cavalier, the fuse box is on the side of the driver side dash. Take the cover off look at the picture it will tell you which fuse is for the lighter.

You can check if it's the lighter or the lighter terminal fairly easy, It's most likely you have a car cell charger or something similar that works by plugging it to the cigarrete lighter terminal, check if it works, if it does your lighter is bad, those are fairly cheap and you can buy one on a dealer store or a good auto parts store.
