Possible solution:

Too many drivers neglect to change trans fluid or filter until trans is trash.
You might try doing that. Remove the oil pan and install a new filter and clean out the pan gook.
It 's a 25% chance you can drive ok again.

A hard shift between 1st and 2nd gear?

Most likely a solenoid on the valve body. It is just a coil that when energized pulls in metal rods, some push. When most coils start breaking down, they only act up when hot. Could also be the valves themselves. Also a bad seal. Ask friends for a good transmission shop. Some one that won't tell you a rebuild and only change a valve solenoid.

Im having issues with my 96 towncar. It has delayed shifting from 1st to 2nd. Usually I go about 25 let of the gass and back on and it will shift. If I dont let off it will just shift hard.. downshifting...

When was the last time you had the transmission fluid changed? Most problems with shifting are down to low TF levels or TF that hasn't been changed in a long time. TF eventually loses it's ability to provide proper lubrication due to overheating in the gear box. The fluid breaks down. Replace that first and if the problem persists, then a rebuild is likely.

Goes into neutral and then shifts hard into 1st on slowdown

It sounds like your input clutch seals are rolling. Is the check engine light on. It could also be the pressure control solenoid could be causing the problem aswell
