Go to you tube an search hard start ,stalls. Your going to see them using special tools to check fuel pressure an to check engine diagnostic trouble codes an electrical testing etc... This is all part of drivability Trouble shooting .

Check for trouble codes.

check for dirt in gas tank or fuel filter

Sound like a MAP sensor or it is being affected by a false air like EGR,You say hard to start,it can easily start with a EGR open because the IAC will step close,
Check vacuum hose connection

Inspect and clean IAC valve (idle air control valve), replace if necessary. If IAC is Ok, please provide additional info!! Does your vehicle experience random or repeated hard starts?? Is your "service engine soon" light on?? These vehicles are known for faulty crank position sensor, usual symptoms are: hard starts, random/constant stalls, SES light on, misfire or no start. Some or all symptoms may or may not occur simultaneously.

Service Engine light came on and stays on and this is on my 1995 Grand Marquis LS 4.6 litre Engine. It is now idling a little rough

the ets light will come on when you have a driveability problem it would be the best bet the check the dtcs and fix those for the check engine light first clear everything then drive it.

try a new set of plugs, wires, and fuel filter. full loaded tune-up. air filter too.

May also be mass-airflow sensor if equipped. does it display a Check engine light?

possible sticking E.G.R. valve. try disconnecting the vacuum line to the valve and see if it helps
