1998 Chrysler Concorde has sputtered some for a few months, then it completely conked out while driving yesterday. Seems to be a fuel issue - it will run for a couple of seconds on starting fluid, but will not running on fuel. I switched relays hoping the fuel pump relay was the issue and checked the 10 A fuel pump fuse - both OK.
Does it look like fuel pump? How do I access the fuel pump? Can I test it without dropping the gas tank? (There are several wires heading into tank beneath back seat.)

Disconnect negative battery cable.
Drain cooling system.
Disconnect upper radiator hose.
Remove upper radiator closure panels.
Disconnect electrical connectors from electric fans.
Remove all mounting bolts for electric fans then remove from vehicle.
Raise vehicle. (You might not have to, but its easier)
Remove lower splash shield.
Disconnect lower radiator hose.
Remove lower condenser mounting bolts.
Lower vehicle.
Now back to the top.
Remove upper radiator mounting brackets and bolts.
Remove upper condenser bolts.
Now separate condenser from radiator.
Tilt radiator toward the engine and remove it from the vehicle.

These engines are known for the water pumps and/or the timing chains hydraulic tensioner failing and causing the timing to jump time. And checking the timing on these engine is not easy unless you can get a scan tool that can tell you if the cam and crank are in sync. If it says out of sync it has most likely jump time.

engine size irrelevent. but sounds remarkably like you have your thermostat is either damaged or missing as this can cause the system a very long time to heat up blowers? if not then you are looking at something like an air block in your initial system. have you done any major work on engine which would involve empying your rad? if so then the later is true but if not then you might just get away with a new thermo.

when you open the fuse panel under the hood it should be on the drivers side and the third one then there is a empty space for a relay then more relays
