Flashing check engine light

Engine cuts in and out at 60 km and 100 km,check engine light on and flashing when driving.

Toyota Vitz 2007, 1.0 L, check engine light comes on at 100 km/h and goes off after turning off engine but comes back again at high acceleration like 100 km/h. change oxygen sensor as well.

That code is actually due to the fuel pressure being too low and causing a lean condition that the oxygen sensor picks up. It is common in that vehicle. Check the fuel pump pressure, filters etc.

Rev's drop when vehicle comes to a stop and sometimes cuts out

There are many factors that can cause this condition. Since I have no direct familiarity with the "Citi Rox" engine (I do not believe we actually have that engine available in the U.S.), I will assume it is a GASOLINE (PETROL) engine, not a diesel engine.
If the vehicle has high mileage (over 100,000 miles), check the following:
  1. Is the CHECK ENGINE light on or flashing? If so, take the vehicle to a local auto parts store and have them scan for codes. Look up the codes they find on the Internet, and that will help in your diagnosis.
  2. Of course, replace the air filter if it is dirty, and make sure there are no obstructions in the air intake.
  3. Inspect the throttle body. If it is dirty, clean it with an approved throttle body cleaner for your vehicle, or have it cleaned.
  4. Inspect and clean the IAC (Idle Air Controller). Also inspect the EGR valve (Evaporative Gas Recirculation valve) to be sure it isn't leaking or otherwise compromised. The IAC is often the culprit in this condition but sometimes a leak in the EGR valve or its mounting gasket will throw the computer off far enough to where the car will not run correctly.
  5. Did the vehicle sit for more than three months recently? If so, either replace all fuel in the tank or, at least, treat the extant fuel with Fuel System Water Remover, then fill the tank with new fuel after driving about 100 miles (150-ish km) with the water remover in the tank. Once you have filled the tank with new fuel, add Fuel System and Injection Cleaner to the tank and drive for another 100 miles (150-ish km). If your performance improves, you'll know you had old or compromised fuel in the tank.

Travel for 300 seconds or more while keeping the vehicle speed at 89 km/h (55 mph) or more.
Decelerate until the vehicle speed is within 80 km/h (50 mph) or less.
While traveling at 56 - 80 km/h (35 - 50 mph) for 10 minutes or more, fully close the throttle at least once in 2 minutes and decelerate for 10 seconds or more.
Do not repeat deceleration too often.
Vehicle speed may go below 56 km/h (35 mph) after the deceleration.
Stopping and braking are permitted. (If stopped or drive at 56 km/h (35 mph) or less for more than 5 minutes the monitoring may be stopped. In this case please restart monitoring from the beginning.)
After completing the above deceleration, bring the vehicle speed back to 56 - 80 km/h (35 - 50 mph) and keep it in the range until starting the deceleration again.
Repeat the above deceleration at least 5 times.
Return the vehicle to the shop, then turn the ignition switch to "LOCK" (OFF) position

Test Procedure
Engine: start.
Accelerate until the vehicle speed is 56 - 80 km/h (35 - 50 mph).
While traveling 16 minutes or more at 56 - 80 km/h (35 - 50 mph) with engine speed 2,000 r/min or above, fully close the throttle at decelerate for 5 seconds or more until the engine speed reaches 1,000 r/min or under.
Do not repeat deceleration too often.
Stopping and braking are permitted (Rapid deceleration and sharp steering are not permitted).
After completing the deceleration, bring the vehicle speed back to 56 - 80 km/h (35 - 50 mph) and keep it in the range until starting the deceleration again.
Repeat the above deceleration at least 8 times by fully closing the throttle valve.
Return the vehicle to the shop, then turn the ignition switch to "LOCK" (OFF) position

Failed emmission mot & light says service required and cuts revs

What really happens is your service check indicator light switches itself on due to completion of 10,000 or 5,000 Km (depending on the manufacturer's specs) from your previous oil change or service. The internal clock keeps track of your mileage travelled and let you know when the 10,000 or 5,000 km is up. All that is required is to RESET the service indicator light. On some cars, the resetting of the service light can be done by the car owner which normally involves pressing a button at the front Instrument Panel and so on and so forth. If you have the user manual for your car, I suggest you read it to see if there is anything on resetting the service light.
The bad news is not all vehicle manufacturers have a reset button at the front dashboard, and some requires the use of a Diagnostic Scanner to do this. Ask your mechanic if you are not sure.
The speed is cut down to 60 is due to the fact that if you continue to drive your car after the prescribed mileage without changing the engine oil, there will be 'accelerated' wear and tear to your engine and perhaps even an early engine overhaul. Driving with a long overdue engine oil change is bad but driving it at speed would be worst. I believe you get the drift.
As for your mot test, it is mandatory that no warning light whatsoever should appear at the instrument panel but yours showed up.
