Two major reasons for this are dirty throttle body bore (clean with carb cleaner) and frayed throttle cable (replace cable)

Cannot accelerate when pressing the pedal just iddleing

If this is a "fly-by-wire" car, gas pedal may have failed or not be in sync with throttle. This can happen when throttle gets dirty and sticks part way open. If not FBW car, insure gas pedal is operating throttle body blade.

I am having problems with my 2000 Mitsubishi eclipse GS. Its a 4 cyl. and the fuel filler neck is damaged but cant afford to buy new one. Is there anyway to fix it to get me by so I can fill my tank up...

Those can both be safety hazards and should be fixed as soon as possible. Not only will a broken filler tube let gas out but it can let other stuff in, possibly causing other issues. And spilling gas/fumes is a fire hazard. The throttle cable sticking could cause an accident. I've changed one for the same problem on an older Honda Accord. It was a little aggravating but not too difficult for anyone mechanically inclined. The gas filler tube may be a little more involved depending on how it's fitted in the car.

2000 mitsubishi eclips gas pedal sticks

replace the accelerator cable (moisture gets in the vinyl coated cable, and cable rusts and sticks, you can possibly spray wd-40down the inside of cable, and on the spring and shaft coming off the plenum/throttle body(cable connects to this on motor side of cable) this may get you thru for awhile, but eventually the cable will break

Where do you spray starter fluid into on a Mitsubishi Eclipse GS, 1999? The air intake hose? The throttle?

it is better in the throttle if possible and you can open the plate with the gas pedal so that it will enter the intake then start the car
