You need to dry the following:
1. Spark plug cables at both ends inside the rubber grommets.
2. Distributor (on the inside.)
3. remove any puddled water from the spark plug holes but DO NOT remove the spark plugs. Water will get in your engine and that's not good.

Fire order
1-3-4-2

Cylinder #1 will be the one closes to the fan belts and so on 1-2-3-4, on the distributor cap there should be a # 1 stamped on it, put cylinder # 1 spark plug wire on that one, install spark plug wire in firing order clockwise on the cap, the cap some time's might even have the firing order on it.

moisture is getting into the spark plug wires. Take them off, 1 side/plug at a time so you do mix them up. add some silicone into each end of each spark plug wire. u can get the silicone at autozone. it looks like vaseline

If your plugs are oil fouled, then either the spark is weak and not firing correctly in each cylinder (you would probably have misfire) Or the 02 sensors are bad and the engine is running really rich.
