Metal particles on the trigger wheel sensor of the rear differential case, this causes a loose of signal and the light to come on. also a broken tooth on the trigger wheel inside the diff can cause this or a dirty/corroded connection to the sensor from water intrusion.

Antilocking breakes when ford auto 1989 wont reverse, how to undo auto locking

your rear brakes are stuck on-this may be because the emergency brake cable has stuck and won't release-antilock braking system would not lock the brakes on-they only release the brake when that wheel stops rotating -cheers Denny

1989 ford ranger, no fluid flows to bleed rear brakes. (has anti-lock brakes)

there is actually a trick that works most times, when you go to bleed the rear turn the key to on, the pump will allow the fluid out to the rear.

Brakes seized on ford ranger

A drum brake shoe lining may have become separated from the metal pad that holds it in place and will cause the wheel to lock. The only repair necessary is to replace the brake linings with new ones. The loose piece of brake lining, if this is the cause, will not likely cause any difficulty removing the drum.

You can just feed a new line over the tank and try to clip it onto the existing one. Best of luck, hope the job goes ok.
