Lady with a 1999 4Runner cannot start car after...

... turning off engine but staying in the car listening to radio waiting for her training to start. Unknown to her though was her headlights was still on. While doing this for 15-20 minutes, her electrical system just shut off completely turning off radio and panel indicators.

Her headlight relay kept clicking until the headlight switch was turned off. Her door lock control acts very strangely using her keyless remote, not consistently able to lock all doors when pressing its lock button.

It sure sounds like some sort of safety or security lock out maybe to protect against the battery draining with the headlights on.

Her car has stock security system, headlights fully manual (not on all the time like newer models).

Recharge the battery. Or buy a new one. But make sure you have a fully charged battery. What happened was that the battery drained because it probably needs replacement. When the battery drained too low. The ECU deprogramed itself. When installing a new or fully charged battery. Start the car. You may have to remove the negative cable a few times then restart it for the CPU to go into the default settings.

What would cause a 2014 ford fusion from starting after it had been driven for 30 minutes of city driving, some highway, and had a stop at the train tracks to wait on a train going by?

Sputtering is usually a sign of having a fuel issue. You need to hook a fuel pressure gauge to the fuel rail and confirm that you have at least 40# of pressure at the rail.

After jump starting my 2011 dodge caliber the engine light stays on and radio will not work

Both are probably from a low battery. The radio needs unlocked with a code. The engine light will go off eventually. Or have it turned off.

1994 BMW 525 radio displays "CODE WAIT" after I put in the code numbers

You need to wait 1 hour before attempting to put the code in. Either the ignition needs to stay on 1 hour or drive it for 1 hour. If they key is turned off before then, you will need to start again.

Hey I have a 2001 Chevy Cavalier when I turn the car off the radio is still on I can turn the radio off when the car is off is that normal?

This is completely normal, and is a feature included in many new cars. The logic behind it is that you may want to continue to listen to the radio for a bit after arriving, but would not want to keep the engine running. The radio stays on until you take out the key or open the door to get out to allow you to hear the last part of that song or that news story you were listening to.

Turn off the interior lights in 04 Excursion w/ back doors open?

If you wait long enough, the lights will turn off by themselves. Or if you turn the ignition back to accessories setting (ACC) and the radio should stay on and the interior lights should go off. Let me know at FixYa if I can be of further assistance. Thank you.
