you should have checked all the wiring at the pump/sending unit inside and out as sometimes there is an indication of shorted wires.the problem is definitely at the unit either internal or external.recheck the wires.i`m assuming you mean you have reassembled every thing back together and the tank is re- installed.if not and you mean you have it out of the tank and connected it and the wires are good and not touching anything then you have a bad pump(its happened before).

unsure of where the fuse box is, but maybe the pump is trying too hard to pump fuel thru a partially plugged filter and is getting overloaded. has the filter been changed?
