Check the fuse in the block in the a-frame on the left side of the dash. One of the fuses in there controls the link between the OBD port and the computer. If that fuse is blown, then you'll never get a connection through the OBD port.

Hi,
This code is usually caused by binding throttle body.
1. Remove the air cleaner outlet tube.
2. Disconnect the electronic throttle body electrical connector.
3. Disconnect the throttle position (TP) sensor electrical connector.
4. Remove the bolts, the electronic throttle body and the gasket. Discard the gasket.
5. To install, tighten to 9 Nm (80 lb-in) .
6. To install, reverse the removal procedure.
7. Install a new electronic throttle body gasket.
