The windows in the 95 oldsmobile cutlass ciera won't work at all

Just bought the car a 93 and with it pouring rain outside the driver's side window got stuck today - electric controls for all of the windows on the driver's side do not work.
Looks like someone had previously detached the panel because there is a gap between door and the electronic controls.

The drivers window on my 95 oldsmobile cutlass ciera went down and won't come back up the other windows work but are slow. I have the door panel off but I don't see a way to get the window up manually or replace the window motor
