it could be the actual motor burnt out or siezed wich is causing the fuses to blow and the motor is under the bonet just below the windowscreen near the top vents.
What year ? The relay's are located in the under hood fuse box .
With the ignition in the ON position, accessory voltage is supplied through the 25A WPR fuse to the WIPER relay, the WIPER HI relay and the WSH relay that are all located in the underhood fuse block. Refer to Wiper/Washer Schematics. Which wipers are you talking about ? Front or rear . Rear wiper fuse is in the I/P instrument panel fuse box .
Fuse Block - I/P
Under the lower right side of the instrument panel
Check all your fuses and breakers first. With the ignition turned to run check that you have power at the WCM, wiper control module, check the multifunction switch the wipers run off of, check wiper motor or linkage under the plastic cowling under the wiper blades, comes off easily with a few screws and clips.
There is a 30 amp (pink) fuse located in the fuse box located inside the car (see picture below) and it is in the number 11 position in that box. That fuse is for the wiper system there is also a hi/low wiper relay located in the power distribution box located in the engine compartment. It is in the number 1 position (the big number 1 not the diode or fuse). You may want to check that out as well if the fuse is good. The picture for that is also below. I hope this helped and good luck.
There should be a wiper relay either in the fuse box or on the wiper motor. Try that first. If it's a motor it's a bit more time consuming but not technical. Common tools and high frustration level.
Try checking the fuse for the wiper blades first if the fuse is good then check the relay for the wiper blades, if the fuse and the relay are both good it is possible that the wiper motor for the blades is bad.
On this vehicle you have a wiper/washer amplifierassembly that mounts on the drivers side strut tower under the hood.Unplug the 2 connectors to it and check them for corrosion and clean them and reconnect and see if that solves you problem. If it doesn't then you would have to have checked to make sure that this module is not bad or if your wiper switch may be bad.
