I would check for any codes, even if the check engine light is off. These Cars had a few different problems like this. The first is the Cam or Crank sensor failing. The second is the Timing belt jumping a tooth due to not replacing it at or around 60k. Ive seen this many times, With an advanced timing belt, it will run well, if not better than normal at cruising speeds but can cause stalling at low RPM, erratic idle, rough idle, lake of power from take off.

What causes the torque converter to lock up

That is probably not a torque converter issue. Check your transmission fluid. It sounds like either you have low fluid or there is internal damage to the transmission. Depending on the year and make of the car it is possible to have a ECM ( computer) issue that can be addressed at a dealership. They may be able to re-program the ECU or TCU with updated software

E.C.U. fuse burn

Can you be more specific on the flood, by the car working all, do you mean that the electronics function? There is a good chance if your car was in fact submerged it is possible the ECU has become wet and is shorting the fuse, you will need to pull the carpet back on the passenger side and possibly the plastic cover, to expose the ECU. Check for moisture anywhere around the ECU or wires going to it. This is a common problem with flooded cars.

Spark advance from 2-13 degrees at idle

Were is that info coming from? Could be valves sticking,spring problems Timing Belt Problem or Tensioner's Do you have a vacuum leak & idle surge? Bad water pump Anything that could bind mechanically, would be my guess

Valve Cover

plastic valve cover 70-90 inch lbs metal or cast 10 ft lbs. criss cross working your way outward in small increments to slowly draw the cover down. CLEAN bolts and bolt holes for a more positive retention. I spray the holes out with brake cleaner.

99 hyundai accent starts sometimes. not battery

ok when the check engine light comes on that usually indicates a engine malfunction...what you can do is go to your local autozone and they can do an OBDII test for free..my bet says it is the cam or crank sensor.. DO NOT SHUT THE CAR OFF AT AUTOZONE..LOL

I have a 1999 hyundai

No ,,No fuse controling spark,,Your coil pack on top of motor could be cracked and causeing this or your fuel filter, or fuel pump, you could get a pressure test done to your pump at a garage,Check your spark plugs,change them if you can, change the fuel filter a good place to start,,,,,,,,,,,,Also is there a check engine lite on in the dash cluster? If so go to Auto Zone parts store and get a code scan done its free,,than they will give you a print out of the codes and what needs to be replaced,,most vehecles in the 90,s have or need 02 sensors that control your air fuel mixture,,,were talking gas mileage here.
