How to check if there is spark on 94 jeep cherokee
U pull a spark plug wire off, then stick a plastic handle screwdriver into the end of the plug wire and hold it next to metal of the engine, have someone crank the engine over and you will hear and see a spark

Whining noise
Could be a few things:
Belt slipping- adjusted through tensioning bolt on bottom of power steering pump
Pulleys- take off belt and hand turn pulleys. Find one that gives resistance and possible makes the whining noise. It's probably the idler pulley.

1994 Jeep Cherokee 4 door, 4.0L straight 6
First check the low beam filaments of both front headlamps. Both can burn out. On the side of the steering column is usually where the dimmer switch is located. If you remove the covers you can expose it and tell if it needs adjustment or needs to be replaced.

94 Cherokee Steering loose
it's likely the tie rod ends... jack up the vehicle... both front tires at the same time if you can. grab the tire in the 9 and 3 o'clock positions and try to wiggle the wheel side to side.... if it wiggles... tie rod. now grab the wheel in the 12 and 6 o'clock position... see if it moves up and down... that would be your ball joint. replace as necessary

94 Jeep wont start
Don't remember which fuses exactly but it should take about ten minutes to check them all with a test light, generally the inside cover on the power dis box has fuse Id's on it.If I remember correctly there are three that are relevant to ignition. Spark should bridge a 1/4" gap and have some "snap" to it. If weak or "feathery" coil may be deficient.
If you have spark and fuel, I don't see why it should not start. Have you tried just putting pedal to the floor and cranking it? (back off immediately if it starts!!!!!!) If plugs are wet, even if you fix it it will be really hard to start. Post back under comment for any followup stuff. good luck!

What circuits are controlled by the ignition off
I have a 91 & a 93 in the driveway. The schematics I have are so pathetic that they tell me nothing (not even the wire colours match). But, the advice I posted will pretty much apply. See if the "hot" fuses on the under dash fuse block go dead when you pull that fuse. If they do (likely) replace the big fuse and then pull them one by one and see which one is drawing on the battery. Some of the fuses may have sub-circuts but at least you will be closer to a solution. I know you have probably looked at this already but I've found that better than 75% of this kind of problem is related to the glove box door not closing properly, keeping the light on where you can't see it.
good luck

Can't find "Block Heater" plug-in on my 94 Cherokee Country
Hello,
Well the original owner may have got taken. I suggest looking nowhere near the air cleaner for the factorry installed Dodge, Chrysler, Jeep, Eagle block heaters are mounted on the side of the engine in a freeze plug port. There was an option available for the 4.0L and had a removeable 110 volt plug. You want to look on the side of the engine block and look for a 110 volt cord or a freeze plug with two electrical connectors sticking out. You may have to order the electrical extension cord from the dealer and is VIN specific. You may have to call a wrecking yard or dealer in Canada.
Good Luck.

Fuses and relays for blower motor
I don't know if this will help but the fuse box panel under the dash should show you the location of the blower motor fuse and the relays are beside the battery. You will have to take the relays to a shop to be tested. Sorry I couldn't be more specific.

94' Jeep Cherokee Conutry 2wd Dash lights not working
try replacing the ignition switch(not the ignition lock[where the key goes]).it will probably be located on top of the steering column , towards the bottom.but before going through with this make sure the connectors to the switch are fully plugged in.
