I've got a 1988 volvo
It's either a faulty starter inhibitor switch or a faulty starter solenoid. The fact that the fuel pump does not power up points strongly to the inhibitor switch. Try another one, they're not expensive.

Horrible squeal. If my 740 made a horrible squeal I would be upset also. These ideas - timing belt has somehow slipped out of time. Easy check. One of the other belts are slowing the engine any of them can squeal:
The alternator belt
The power steering belt
The fan belt.
Does the noise occur only when driving? Does the engine sound normal when revving in neutral?
Does turning on the lights or a/c affect the noise?
Does the power steering work when car is standing? Is the squeal heard when turning the wheels.
A logical diagnosis will identify and eliminate these easy to fix problems.

Check fuel pump relay and fuse. When tank runs dry the pump overheats , then it gets covered with cold fuel and causes it lock up. Then power is sent to it by trying to start and can overload the circuit blowing 1 or both of them.

It sounds like a good size air leak somewhere in the intake system. Check all the vacuum lines for cracks or loose connections. Check for gasket leaks by spraying brake parts cleaner along the intake manifold mating surfaces and listen for an increase in engine rpm . Don't use carb cleaner for this, or you could end up with an engine fire.

Hello. i have owned many 740's, 240's, 122's, and 850's. I have done my fair share of transmission swaps. The transmission tag is located right above the trans-oil pan and directly below the od seloind on the drivers-side. if your volvo 740 is a non-turbo, the transmission is AW-70L, if it is a turbo-model then it is AW-71L. check the crankshaft postioning sensor. this should be located at the rear of the engine where the tranny and engine mount. if its bad it will not let the coil put out spark. I had the same problem with my 940 and that solved my problem. try this, gently pull up on the sensor cable, then try to start the car. sometimes it will start, but if the sensor is completely gone, replace it.
