If it has a sun roof, it is normally from a blocked drain. Normally, they run behind the plastic molding of the windshield pillars.Also check for holes in the floor pan under the pedals, and heater core (as suggested by Dan, I forgot that one).
The key switch may be drilled out but the ignition switch may not be ingageing the power it needs for the electrical system ,replace the key cylinder .
fuses blowing that fast almost has to be a shorted positive wire. have you traced your wires to see if any have been compromised or maybe wore against the frame. it could also be a wire on the inside lights .. the door switches for inside lights used to be notorious for shorting out over time and causing this issue
Maybe something wrong with multifunction switch? Your lower stop lamps are wired through the multifunction switch, the high mount stop lamp isn't wired that way. The lower brake lamps and turn signal, use the same bulb filament, just not at the same time. I think there may be two different types of master cylinders -- one uses a longer push rod than the other. If possible, check that the old part is exactly like the new one. If the old part is not available, try getting a knowledgeable parts person to check several year models up and down from yours to see if a different part number exists.

If you are sure its moisture you can purchase a solution that will take the moisture out of the fuel as long as there is not water sitting in your gas tank. If you are letting a vehicle set all winter and going to use it later you should fill the gas tank with gas before storing and this will prevent moisture from forming in the tank as the weather gets cold and warms up. Even in the winter with all vehicles you should keep your fuel tank above half full at all times. People sometimes feel it takes too much money to fill the tank but it takes the same amount of gas to put in the top half as it does the bottom half.
