Sounds as if water froze motor and either fuse or ballast resistor is likely blown.

If you can get a spray nozzle under the hood try soaking the latch with WD40 then push down on the hood where the latch is while someone pulls the release handle at the same time, it may work.

U can drain fluid depending on which hose might not have to drain all...loosen clamps by squeezing 2 tabs and moving it back and replace.after replacing hose top off coolant and let run w cap off and make sure its full and no air pockets

You mean the voltage drops while driving? If an acessory is turning on it will cause that to happen, if it returns to normal that's okay. If it stays low, it's an indicator that the alternator is starting to go out.
