The problem is more likely in the bcm. Check to see if any rainwater is leaking on the bcm, but the dash lights going out is not consistent with bcm failure. Look for possible wiring issues under the dash--maybe you have rat damage.
Radiator cooling fan is not electric, it is driven by a silly hydraulic pump which is located low on the passenger side of the engine above the alternator. All 2000-2002 LS's have this system. Most likely either the motor or pump has failed.
If this is an intermittent issue, start by getting the vehicle scanned for Trouble Codes. This will check to see if it is a sensor on the engine causing the issue. If you have to pay for this service ask at 4 or 5 different places as prices can be very different. Comment below with the codes and I'll try to help you more.

HI. Here are a few details about this remarkable sensor and its functions.
This sensor monitors the temperature of the engine and sends that information to the engine control computer to regulate the amount of fuel needed. More fuel is needed if the engine is cold; less if it's hot. If the temperature is extreme, the signal will be sent to the temperature gauge as a visual indicator of overheating and imminent danger. The location of this device(Cylinder Head Temperature Sensor) will be on the passenger side of the cylinder head, under the third intake port from the front in the valley of the engine. White/violet, and brown/white will be the colors of the(2) wires that connect to the sensor.
NOTE: Be sure to purge the coolant system before replacing this sensor.
I commend you for wanting to replace it yourself, but if you don't know what it looks like and how to locate it, I doubt you can replace it. You need wrenches and a socket set. You are dealing with a large amperage cable and if you disconnect the battery, you will have to input the radio code and reset the alarm and engine immobilizer. Usually you access the starter from underneath, so you need a jack and axle stands, or a pair of ramps. And it is HEAVY.
