If a ricecooker doesn't turn on, it most likely has a blown fuse. You can easily fix it by simply bypassing the fuse by connecting the two wires leading up to the fuse to each other instead of connecting it to the fuse. Remember that bypassing a fuse may result in short circuits or Electrical fires.

Clicking on this link will provide you with a pdf file of the manual at the bottom of your computer screen. Click on that file. On page 12, it talks about adding fruit to the dispenser (amount to make a bread) but does not say how much fruit to add. Is it possible you added too much fruit as to why it did not dispense the fruit? On page 14, it talks about the "program having been set, the fruit material can be thrown into the bread pan at right time." It sounds as if this is done automatically.
