Shop vac whines when shut off
It may just be the fan slowing down and acting like a siren, or it may be a dry bearing. Take it all apart, clean and lubricate. Replace the carbon brushes perhaps whilst you are in there.

Shop vac is not pumping
The question makes perfect sense assuming we are talking about the ShopVacPumpVac. These devices are, essentially, a combination shop vac and sump pump. For those answering the question, you can see literature on these vacuum/sumps here:

When I have experienced the loss of drainage, I have found a couple obvious problems and solutions.
First, make sure that the garden/discharge hose is
not kinked at any point along the line from the vacuum to the outside.
If kinked, the line will not drain.
Second, the baffle can become blocked or clogged. Take the following steps to determine if your baffle is clogged and to clear the clog:
1. Turn off and unplug the vacuum.
2. Unclip the two lid clips.
3. Lift the lid of the vacuum. When properly set up, the baffle hangs below the filter housing on an opaque hose about 1 foot in length.
4. Grasp that hose and pull firmly downward. Once removed, I take that hose and the attached baffle to an outside garden hose.
5. Pull the baffle off the opaque hose.
6. Spray water from your garden hose through the opaque hose to make sure it is clear.
7. Spray the baffle clear.
8. Lightly tap the port of the baffle, where the opaque hose has been inserted. Most of my clogs have been the result of hair balls (or worse) at this point. Just tap any blockage out and rinse.
Third, reattach the baffle to the opaque hose. Reattach the opaque hose and baffle to the motor under the filter housing. Set the vacuum top on the canister. Click the locking clamps closed.
If this doesn't result in clearing the clog and allowing it to drain, then you are in the exact spot I am right now. If I figure out this new problem, I will update further. But I have cleared this kind of clog maybe five times in the six months I've been using this new Shop Vac Sump Vac

How do the wheels install
10. You will find four casters (Figure B) and a dolly (Figure C) with your wet/dry vacuum. Assemble as follows:
11. If the casters are not already installed in dolly, insert casters into bottom of dolly by placing stem of caster into holes provided. Ap-
ply pressure and twisting motion until casters snap into place (Figure 1).
12. With cord disconnected from receptacle and tank cover removed, turn tank upside down so that bottom is facing up.
My rigid shop vac 4.0 has no suction
If the motor is turning on then the issue is one of three things blocked exhaust, blocked intake or the fan that moves the air is loose on the motor . The last doesn't happen as much but can. First thing is to make sure the safety ball hasn't become stuck in the intake line. ( this ball stops water from reaching the motor when using it in a wet environment.. If the machine was knocked over while running or was used to suck up water the ball may be stuck) to fix this , remove the wheels from the bottom of the canister , with the machine off raise it and bang it on the floor several times . If you hear a ball drop then that was your issue. If not Disconnect the hose and see if you have suction at the intake. If you do the problem is a blocked hose. Reverse the hose and try sucking the other direction. If the exhaust is blocked the Vac will come on but the machine will sound like it's under load. Try running it without the filters ( do not use in dirt until filter is cleaned and replaced.,). To check the suction fan requires unplugging the Vac from the wall and opening the motor shroud . Locate the fan , see if it is damaged or loose.
The ball in my shop vac gets stuck
Clean the ball and wipe down the thing that holds down the ball. Take a little bit of WD40 and spray a little on the ball and holder. Try that.
Why does the ball inside my shop vac stay stuck
if you are using vac to suck water the ball is a safety device. you must shut vac down and wait you should hear ball drop, if the vac is not in upright position he ball will close shut vac down and wait
