Where is the started relay on a 1979 Rolls Royce Corniche located
Rolls Royce, especially the older classic models, are known for having relays and solenoids mounted in strange places in the engine bay. You could find the starter motor and tracing the small wires back until you find the relay. I would also suggest you try some of the Rolls Royce owners forums as they will have a more specific knowledge of the wiring layout.
Need to know the gap on a duel points system
Wow cool car. Unfortunately, only Rolls Royce has that information. I do not know how you cam to own the car or if you own the car but the it is my understanding that the buyer was to sign a contract stating only Rolls Royce is to work on the car. I could be wrong but I have never seen nor heard of a Rolls Royce repair manual offered to the public. And that is the only place I know of that would have the information you seek.

ABS is an important part of the braking system and on a vehicle weighing nearly 3 tonnes you definitely need brakes. The air bag is also an issue as some faults could cause the air bag to go off unexpectedly possibly while you are driving.
