Hello there,
At times companies that produce devices like this tend not to put the manual online and efforts to try to get it through some other users upload might be difficult as well. The solution is for you to simply just disassemble the device and try to locate the fried regulator.
That way, you will be able to solve the problem, The moment you disassemble the device, you will be able to detect where the problem is from and know how to solve the problem from there.
Most times, the service manual just do not give prescription and direction on how to repair problems like this as the kind of solution the proffer there are basically common problem that requires just pressing just one button or the other on the device.
Try to disassemble it, that way you will be able to diagnose, detect and fix the problem as the case may apply. But if you do not want to disassemble it, you can get it to a repairman to have it checked and fixed for you in order to save you the expense of a guess work.

Try formatting the memory (in the Menu, there is a 'Format' option).
*note - this will delete any dictation that is on the portable!

Press the 'OK' button, then it'll prompt you to 'Save All Data To PC'.
If you have dictation on the portable that you want to save, connect it
to the PC and hit 'OK'. It'll go into 'PC Operation Mode' and you can
transfer your dictation like you normally would. Then when you
disconnect and reboot the portable, you should get the error again.
To
clear the error, press 'OK' again, but on the 'Save All Data To PC'
screen, instead of pressing 'OK', press 'Esc' (I think that's the other
option - this is from memory!) and it'll prompt you to delete the data.
Press 'OK' and it'll format the memory and reboot - then you should be
good to go.
The 2003,1001 error is caused by shutting off or cutting
power to the portable while it's still in the Record mode. The portable
is writing to the memory, and if you cut the power, it doesn't have a
chance to finish saving the dictation - resulting in a corrupted file.

Also, if you connect the portable via USB to your PC, it'll connect just like a USB memory stick and you can use Windows Explorer to transfer your dictation from the 'DSS' folder.

I have just bought a Dictaphone express writer
This unit takes mini cassettes, not micro. A common issue with the playback on this model is the rubber tire on the drive reel cracks, causing it not to turn. It probably needs to be replaced.
