Ifs its a small humming sound, then its the contactor pulling in. But if it a loud humming sound then its the compressor kicking in. and the fans not, try to take something long and turn the blades on the fan, if it takes off and run then your capacitor is shot or swollen at the top, which was cause by power surge. Take-off and replace with the same mfd. writings ,on the outside of can. Also check for blown fuses or tripped breaker . the fuses should be in the disconnect box on the wall, or the breaker in the breaker box.. Older house has fuses instead of a breaker box!

Outside unit will only run for a short amount of time with A/C before the fan stops turning and starts humming, squealing/screeching and the top of the outside unit gets hot.

The bearings are bad in the motor and after the fan runs enough it eventually gets hot, making the bearing screech and the fan locks up. Need to replace motor again. See if it has a warranty. The reason it gets hot is because the fan is what removes the heat from the coil and if the fan isn't running there is nothing to cool it off so to speak.

The fan outside is not working but it's not locked

What voltage is the unit it could be the capacitors for the fan motor is bad or a bad fan motor. my guess is the humming you are hearing is from the compressor. There should be two copper lines going to the unit feel the temperature with your hand and see if the bigger one is cold. If it is it means your compressor is making that humming sound. but i need more info. could be a number of things bad contactor.

The inside fan works but there is no cool air coming in. The outside unit makes a humming sound but fan doesn't spin

First turn off power to the outside unit and use a screwdriver or something that you can reach the fan blades with and make sure the fan rotates freely. If it doesn't you probably need a new fan. Next check the capacitor. If it looks swollen, it's bad. If it's not swollen then you will can use a multimeter with the capacitor test function and check it. You can also take it to a heating and air supply and they will test it. Some units use a double capacitor that runs the fan and the compressor so you will need to take note of where the wires connect to it.

Outside unit motor hums but will not turn

Check the circuit breakers first. Then check the fan capacitor. If the capacitor is good then check the fan motor. Also make sure the fan rotates freely.

The fan is not turning on my outside air unit but it is still blowing hot air through the vents. There is also ice build up at the bottom of the unit. It is making a humming sound.

You will need to replace the outside fan,or condenser fan motor.
Shut unit down, before the compressor gets damaged.

Without the condensor fan the heat will not be blown to the outside air and the unit will not cool.

You may be low on freon too, have it checked.

MY AIR CONDITION ONLY PUT OUT WARM AIR EVERYTHING SEEMS TO BE OK FILTER TURNS ON OK BUT THE OUTSIDE UNIT HUMS BUT DOES NOT FAN

Sounds like a bad start run capacitor. The exhaust fan motor may be bad too. Be careful, this unit delivers 220volts of electricity.

Fan not blowing

Even when the power is off at the unit outside the thermostat will supply power to the contactor of the outside unit. This may give a hum or buzz as you stated. If when the power is on to the outside unit the fan tries to start but only hums the motor may be bad. Does the compressor start and run?
