What do I need to do maintain all-weather capability of my camera?

The following steps can be taken to maintain the all-weather: Make sure that all the covers are closed before using the camera. The camera loses its all-weather capability if the battery compartment cover, connector cover or DC-IN jack cover is open. Wipe any water off the camera before changing the battery or card. If the camera gets splashed, wipe the water off as soon as possible with a dry cloth. Saltwater spray or droplets can cause damage to the camera if the camera is not wiped dry as soon as possible. Do not apply excessive force to or attempt to peel off the rubber packing of the battery compartment cover, connector cover or DC-IN jack cover. If the rubber packing of the battery compartment cover, connector cover or DC-IN jack cover contains dirt or sand, wipe it off before closing the cover. If the rubber packing becomes worn or damaged, contact the nearest Olympus service center to obtain a replacement part.

Every one (assuming the camera supports autofocus in the first place, of course--old film Nikons didn't). The lens has an autofocus motor, so the camera doesn't need one.

Film Nikons supported autofocus starting with the N2000. (Actually, the F3 also had autofocus capabilities, but used a different system). All the digitals support autofocus.

I need to know where the volume for this camera is

Unfortunately there isn't one. The ViviCam 5022 is primarily a still camera, with some video capabilities grafted on. Those capabilities do not include audio. You can add a soundtrack using video-editing software on a computer, but you cannot record one on this camera.

Your radio must have VHF capability, as weather channels are VHF. Then your radio must be programmable to the weather channel for your desired area. If you repost a question including your Motorola radio name/model, we could be more specific.

Recording from the TV

I don't thinks it possible. Usually those cameras can record through a DV port that is two way not though an analog device.

You will have to use a Tivo, a DVD recorder, a VCR, or a computer with at TV tuner and DVR capability.
