Sometimes portable radios forget their encryption keys, especially when it takes you longer than 30 seconds to change a dead battery. You may have to either re-flash the key into the radio or else change the software setting from security hardware equipped to NOT security hardware equipped, or else just ignore the key fail warning and realize that your transmission is no longer encrypted like it used to be.

Take the radios back to a very basic setting with all special features turned off. If the radios have a Qt filter check to see it is turned off, and set your Code to zero (off) on both units. Also, check to see your battery is good in both units. Trade the battery with a known good radio to see if the problem moves to the other radio, is a simple test.

It sounds like your monitor button is stuck and you are hearing the white noise. Try pressing the monitor button on your other radio and see if the noise is the same. If so, your button is stuck. If not... Sometimes a lot of static can be an indication of a bad or poorly charged battery. To check for this trade batteries with your known good radio and see if it solves the problem.
