My hotmail account has been temporarily blocked, I filled out the form and I am told that I will receive an email with the information I need to unblock it, I wonder how I am going to access the email they sent me since my account has been blocked?

well in that case what you need to do , first without getting into your hotmail account you cant change your phone number first of all you need to get into your account and in order to get into it what you need to do you just need to click on forgot password then go and put your email and then continue>click at the last option fill the form ,> fill all your information and you will receive an email at the email which you have entered in the box (contact email address ) and oppen email reset it

Sounds like your account might be blocked temporarily. The only thing you can really do is contact tech support about it.
