When you plug in via USB, does the USB recognize it and not display as HDD? If that is the case, then it's probably disabled somehow. Access Computer management, and check from there.
If that doesn't work, try on a different computer. If it doesn't work, your HDD has gone faulty. And if you recently changed your board, make sure you have a high speed USB port.
reinstall your usb controllers and handlers off the factory system disk that came with your system..something corrupted the files somewhere ...system restore wont replace deleted system files only restore user settings when you put the disk in it will have a section to restore drivers...select usb and reinstall then restart the system
A remedy would be buying a card that goes into a slot on this pc that has usb ports- giving that a shot will help you other then that the motherboard would need to be replaced at this point the cheap way out would be to just by a card- Thanks
Are you using an external power supply for the disk? If not, you might be overloading the USB port. It should not happen, but USB ports are limited in the amount of power they can output. Especially laptops might face such problems.
Do other USB devices still work on those USB ports? If so then the port is at least not broken. Sometimes you can uninstall and reinstall the USB hubs and controller devices in the Device Manager to fix USB problems.
The USB ports are controlled in the BIOS. When you first boot up you should see something like "F8 for system", this will get you into BIOS, then arrow over to the ports area. Ensure that USB ports are turned on..
Try reinstalling the drivers for the PCMCIA card and get drivers for the external hard drive..if that doesn't work then get this here. Don't buy dell they have bad quality products.
