I wish you would tell me exactly which model of John Deere you have. It's most likely the cable is stuck or the throttle linkage is frozen or rusted closed.

If it is stuck internally, you can use Throttle Body Cleaner spray. Externally, you can use WD40.

Diagrams and videos. It would have been useful to have the model number of the mower. My normal search query would be
'John Deere model replace (or service) carburetor'. Plus perhaps adding the work 'linkage' or 'choke'. All this information is out there as well as John Deere Service Manuals.

There, Enter the Model Number and Click Find. Then Select your Model from the Search Results Area. Then Select the Sectional File. Then Select the Section of the Mower you Wish to View Online. You can Drag the View Windows for Better Viewing.

My john deere rideing mower idles up and down at

The motor has a governor that controls its speed, and if one of the pivoting parts or linkages is sticking this would happen. Look for the throttle linkage on the engine carburetor (move your throttle up and down, watch what moves). The governor will be a second linkage attached to the throttle arm. Squirt some WD-40 on any rotating parts and make sure a foreign object isn't stuck in there. It could also be the part of the governor that's internal to the engine -- harder to get at, but not expensive to fix.
