Using a fog light kit ( wiring and switch) you can run the power of those lights to the switch, and the lights will only work when the switch is on. You can access the power line behind the lights on the driver side. only need 2 wires and the switch. take the positive wire and connect it to your wire going to the switch. Now the second wire is connected just before the lights after the first wire. you now have a simple on and off switch for the lights

Most of the time with a GM type vehicle to get the headlights off while engine is running and vehicle is in park you just have to put the parking brake on only a click or two. That or sometimes you have the ability to turn them off by the headlight switch which is normally turned to automatic. If you turn it all the way to the right it should turn them off.

How to find an electrical disturbance in 1998 ford expedition

Normally this condition is the result of a poor body ground connection. Testing for this can be deceiving. At the static(nothing on) condition, testing can show a good ground. However when a circuit is excited, it has a determined resistance and a set current flow. If the ground connection to this or a branch circuit is loose, corroded, or broken wire. This will allow just enough connection to show as being good, but not good enough to complete the circuit with the required amount of connection when energized.

Fan intermittently stops

If undercover surveillance people with electronic weapons are aiming at the front of your car, they might be turning off the fan. Maybe a relay is going bad. There are two or three relays involved. If that is the cooling fan for the A/C, don't run the A/C or it might burn up. I've had to lift the hood to look to see if the cooling fan was going. When my fan eventually got frozen, the hose to the radiator blew up and took the nozzle to the radiator with it. Big expense, new radiator, water pump, cooling fan, relays.
