Try to measure voltage on power supply with a more acurate tester and you will see if your power tester is good or not. This is the easy way to control acuracy of your tester.

How to tell if the power supply is bad.

You can check if the power supply is bad using a multitester.

Connect the power cord at the back of the power supply and plug it in an AC outlet. Measure the voltage out from the connector. Using the multitester (set it to DC range), insert the black probe to one of the black wire in the peripheral connector of the power supply while the red probe in the yellow wire. Reading should be +12VD. Now, transfer the red probe to the red wire, reading is +5VDC. Reading below this measurement is a clear indication of a bad power supply.
Put some load in it, like connecting a hard drive or a cd rom drive.Try measuring the output voltage again. If voltage out dropped then it is Bad.

Power supply to my Inspiron 1525 shows green but when I plug it into the computer, it turns off. Computer will not start at all.

possibly a bad/faulty PSU power supply unit or its leads your computer might be shutting down to protect it from damage test all the leads that are attached to your hard drive from your motherboard and all of your drives cd/dvd 3.1/2 floppy including electrical extensions or just replace them they might be bad/faulty

That is most likely a bad power supply but it could also be a bad mainboard. You can find replacement power supplies for under $50 so try that first.

Ensure the power supply at the wall is good, ensure all plugs of power supply are plugged into Mobo, especially the CPU pwr supply if it has one. You really need to know 100% if the power supply you are using is good. If so and absolutely no boot. HDD activity then I would first suspect ram then CPU then mobo. Simply remove / replace ram, sometimes fixes them.

I have no power from my power supply. Is the power supply bad or is there another cause for this. Knowing that there is outlet power present, I have nothing indicating power at output of supply.

Nothing coming out from the power supply would signal a bad power supply. The power supply is bad. Replace it. It may have blown a fuse inside.

Power supply light has blinking green light

If the power box is bad, The computer will not come on. if you only get a green light, you would need to start with replaceing the power box, if you get a new one and the same thing happens, then the mother board is bad too.
