Hello Ricky, I would check the carburetor needle valve and seat along with the carburetor float. You could get lucky and just need to clean the crud out of the carburetor float bowl.
Depending on generator the error code is a wrong set governor, or a GFI on the electric side of unit. Push the reset button on the GFI an that should clear it. If not you will need a dealer.
If you run 12volts to the carb, will it run? I assume since it has no power at carb as you stated, that it has a fuel shut off at carb and will need voltage to activate magnet.
If the low oil switch fails, you have to jump the switch for the engine to operate. I have a compressor with that problem. Then either you watch the oil level carefully or install a new switch, which, in my case, requires disassembly of the crankcase.

In my opinion you should remove the starter and check the starter first . After you remove the starter get a good 12v battery and 2 wires and test the starter . Make sure to not invert polarity . After you touch the wires on the contactor (small solenoid on the side) see if the overrunnig (part with gears) comes out easy and with no obstruction . If the overrunning does not come out you could have a bad contactor (part # 31204-ZA0-003) or a bad starter (part # 31200-ZA0-701) .
