If it's inbetween the lens elements, there's no way you can get at it. It would have to be taken apart by a service facility recommended by the manufacturer.

I have seen 2mm wide fungal spot just inside first front element of Tamron 150 - 600 mm lens. Can any one tell me how to remove it?

You'll need to send it to a lens repair service. Do not attempt to disassemble the lens yourself; you'll only make the problem worse and may damage the lens beyond repair.

3 black tiny spots on picture shot with nikon d70s

You probably have some dust on the cameras sensor.

There are a couple of sample images of what this looks like here and here.

Dust spots typically have a softish edge to them and affect more than 1 pixel. (if it is just the 1 pixel affected, with a very sharp edge, this could be a defective sensor).

Follow the instructions in the manual for cleaning the sensor. Avoid touching the sensor (unless it is with a specialist sensor cleaning brush) and avoid cans of compressed air; use a hand-blower brush instead.

Nikon d 60

If you are getting spots regardless of which lens you use, then the stops are coming from debris on the CCD imager in the camera. There are cleaning kits available on the internet and in retail photo stores

My lens has marks on it will this affect the picture?

The cobweb marks are either
1. adhesive between elements failing
or
2. Fungal growth inside the lens barrel.
As to usability-
It is surprising what one can away with glass damage - scratches and the like
All you can do is to try it and see

Camera failure in high humidity conditions

First put in an air conditioned environment to 'dry it out' Get a snap shut 'Poly' bag and lots of Silica Gel bags or even Rice in a cloth bag to take up moisture. If you are really clever you could organize the bag so the lens pokes out through a hole with a Rubber band sealing the bag around the lens barrel Keep it in it. From time to time rake out the absorbent bags to dry out.
