Scooter battery shows full charge but scooter does not move ! red led light flashes 8 times !

I did not notice code list but here is a manual, hope it helps.
Plug the battery charger into a wall outlet, then into the charger port on the side of the scooter. The indicator light on the face of the charger will turn red, showing that charging has started. When charging is complete, the indicator light will turn green. A full charge will take 6-8 hours, however if the battery is not empty charging may take much less time. Always unplug the charger after use. Always store the scooter with the power switched turned OFF

It sounds like the battery is dead, and not accepting/holding a charge. it sounds like it needs to be replaced.

• Turn the scooter's power switch to the OFF position.
• Connect the charger's plug to the charging port on the scooter.
• Plug the charger's power cable into a power outlet.
• When the charger's LED red/orange light is on, the battery is charging. Optimal charging time is 6 to 8 hours, or up to 10 hours to achieve a complete charge. The scooter manual will have the exact charging
• Times recommended for your scooter.
• Stop charging when the LED light is completely green.
• Disconnect charger from the scooter, then from the power outlet.
• Run your scooter before riding it to verify the battery charge.

Your batteries are nearing replacement time. They are becoming incapable of holding a full charge.

I'm afraid your batteries have expired. They will show full voltage but the Amps are not being replenished.

A flashing red light orLED on most mobility scooter chargers means the Batteries have a defect as mostchargers also test the condition of the batteries. This has happen becausemobility scooters batteries loose charge when not in use, and need a maintenancecharge at least once a month (best once a week). If this is not done batterieswill fail! Get the batteries load tested to confirm that they are faulty,

Check the freewheel levers they should be in the drive postion turn on and try to see if the lights quit flashing. If the don't then there is a problem with the electrical brake system Hope this helps

The L.E.D. located on the tiller
dashboard will indicate with flash codes what problem is occurring.
L.E.D. Flashes 1 time and pauses, 1 time and pauses…. Batteries are low,
scooter will still operate.
L.E.D. Flashes 2 times and pauses, 2 times and pauses…. Batteries are very
low, scooter will not operate.
L.E.D. Flashes 3 times and pauses, 3 times and pauses….Over voltage to
controller.
L.E.D. Flashes 5 times and pauses, 5 times and pauses….Brake is in the
freewheel position or connection to brake is open.
L.E.D. Flashes 6 times and pauses, 6 times and pauses….Paddle or speed
potentiometer problem.
L.E.D. Flashes 7 times and pauses, 7 times and pauses….Paddle or speed
potentiometer problem.
L.E.D. Flashes 8 times and pauses, 8 times and pauses….Motor
disconnected or faulty.
L.E.D. Flashes 9 times and pauses, 9 times and pause….Controller fault.

the motor is not working perfectly and chnge motor or check the connection perfctly

the steady red light showing when in charger shows that
it is charging. the blinking red light when taken out of
charger or turned on and off means it is not fully charged.
leave it in charger till red light turns green.
