Question edited for clarity and toss in some CAPS.

Military Time is 24 hour Time, 00:00 to 23:99! It sounds like actually want 12 hour time, 12 hours of A.M. and 12 hours of P.M.

You just ask :>D

Say "Change to 24-Hour clock" or use the Alexa app.

1. Open the Alexa app .
2. Select Devices .
3. Go to Echo & Alexa, or to All Devices.
4. Select your Echo Dot with clock device. This opens device settings.
5. Under General, select LED Display.
6. Turn 24-Hour Clock on or off.

To change the clock format, visit the General section of Momentum's Settings ??, scroll down to the Clock Format option and then click 12 hour or 24 hour to the right of it. When you switch to the 12-hour format, the AM/PM unit will display for a moment and then fade away to keep the interface clean.

To Toggle between 12-hour and 24-hour timekeeping:

In the Timekeeping Mode (regular watch display), press the lower right-hand button to toggle between 12 and 24 hour timekeeping.

This might help you in resolving your problem.

 

Press the lower left button to change the mode, make sure that you are in timekeeping mode.  Press the lower right button to toggle between 12 and 24 hours.  Note, with 12 hour format PM indicators will appear in the left of the hour digits.

To change between 12 & 24 hour display, press the mode button (bottom left) and then the bottom right button to change format. Press mode until normal display is achieved.

I think these are the directions you need 2.0 Alarm and Chime On/Off 2.1 In Normal Display hold B-Button,and push A-Button once: Chime will be on. 2.2 push A-Button once again: Alarm will be on 2.3 push A-Button once again: Chime will be off 2.4 push A-Button once again: Alarm will be off 2.5 Release B-Button, the Display changes to Normal Display immediately.

Had same problem. Press and hold C (mode) until the display flashes. Then press C again (without releasing) to get to time. Press "Select" to move from sec, min, hours, days, etc. Press advance to go change the actual time.

Normal Time Setting 5.1 In Normal Display, hold C-Button for more three seconds and then push C-Button once. Tuesday flag and seconds digits will flash. TIME AND DATE
1. Press and hold MODE until HOURS digits flash (you'll be in Alarm Mode) Press MODE again to enter TIME mode, SECONDS digits will flash.
2. Press ADJUST to set SECONDS to zero.
3. Press START/STOP to select MINUTES.
4. Press ADJUST to change.
5. Repeat to set HOURS, MONTH, DAYS, and DAY of WEEK. Go through 12 hours to set AM or PM.
6. Press MODE when done.
7. To display DATE from Time display , press START/STOP.
8. With DATE displayed press and hold START/STOP, then press ADJUST to change display between DATE-MONTH and MONTH-DATE.
9. With TIME displayed, press and hold ADJUST, then press MODE to switch between 12-and 24-hour format.

ALARM AND HOURLY CHIME
1. Press and hold MODE until HOURS digits, DAY, and A or P (for AM or PM) flash.
2. Press ADJUST to change HOURS digits. Go through 12 hours for AM or PM.
3. Press START/STOP to select MINUTES.
4. Press ADJUST to change.. Press MODE when done.
5. Press and hold ADJUST, then press START/STOP to turn chime on/off. Press START/STOP again to turn alarm on /off. Release START/STOP when done.

CHRONOGRAPH
1. Chronograph will count up to 24 hours. Lap times are not stored. After 40 minutes chrono display changes from seconds to minutes.
2. With time displayed, press MODE to select Chrono Mode.
3. Press START/STOP to start.
4. Press ADJUST to view lap time. Press again to sesume lap timing.
5. Press START/STOP to stop timing . Press ADJUST to reset chrono to zero.
6. Repeat for successive laps.

We were able to program our watch completely!!!

If you look on the back of the watch that you bought on the metal plate, it tells you the style. Ours was the Roxy 70's digital watch, and I found specific instructions at (even if this is not your style, the instructions may work):

NOTE: 12/24 HOUR TIME IS SELECTED BY PRESSING RESET/LIGHT ONLY WHEN THE HOURS MARKER IS 
FLASHING. THE “A” OR “P” WILL DISAPPEAR WHEN THE 
WATCH IS SET TO 24-HOUR TIME.
