I have bad news for you, most likely, you have a drop dead battery.
But there is good, it can be replaced, if not afraid of a screwdriver and soldering iron:)
If you disassemble the unit, you'll find the battery if you own a soldering iron it can be easily replaced by the same or even greater capacity.

Sometimes it takes longer than two hours. Leave it plugged in overnight if you can. The indicator light should go off after fully charging.

Your headset should enter the pairing mode just by opening its boom. If it has never been paired before, it will be in pairing mode right away. Otherwise, make sure that the bluetooth radio of all devices preivously paired with it, are turned off (or, at least, out of reach). As soon as its boom is opened, and it can't find any paired device active, it will enter the pairing mode. Once your headset is in pairing mode, make the bluetooth application of your phone search for new devices. After a while the H700 should appear on the phone screen. Select it and make the application connect. If a pairing code (or PIN, or passkey) is requested, enter '0000' (four zeros). The pairing process should be done only one. All subsequent connections between any two previously paired devices should be done automatically, provided that their bluetooth radios are on and with each other's reach.

Since you have nothing to compare it to, it's going to be difficult
to pin down the culprit. Being a refurbished headset you want to make
sure the ac adapter is the right one (the light on Plantronics chargers
is green, not blue). You can call them at 800-544-4660 x5 x5538 to get the specs on the charger.

It sounds like it may be defective, not sure if that is correct. Try a
different plug and make sure that it is secure in the charging end. If this
is defective, then you should be able to return to retail place of
purchase and get a replacement if still under warranty.
