Ther vacuum control line is leaking. This usually occur very close to the 3 way junction. Check on the passenger side under the hood,for a small RED plastic hose, that connects between the connection on the firewall and the rubber junction.
The break is usually in this RED tube.
It is usually glued in place, but can be separated with a little elbow grease.
If you disconnect and examine it close to the end, you will see the break usually wher it bends.
It is usually safe to cut it wher it break and reconnect it, and it should work fine after.
WARNING!! Before you do any repairs on this car you should first disconnect the negative ground.
Otherwise the computer may not recognize the repairs for a while after.
Yes, something is broken, the system is set to fail in the defrost mode, perhaps by law. Look for broken or loose vaccuum lines. If nothing is loose or missing, then progress through the control system, to the slave motors (actuators).
